Kaji submits a report on the exploitation of Chinese laborers and is appointed as the labor chief at a major mining site in Manchuria, a position that spares him from military conscription. He relocates there with his new wife, Michiko, eager to implement his vision for humane treatment of workers. However, his idealism clashes with corrupt officials, ruthless foremen, and the oppressive military police, leading to intense struggles as he fights for justice in an unforgiving environment.
