In a bid to escape their dire financial troubles, the tiny Duchy of Grand Fenwick hatches a plan to declare war on the United States, hoping to lose and secure much-needed foreign aid. The eccentric nation assembles an invasion army clad in chain mail and wielding bows and arrows, setting off for New York City. However, their arrival coincides with a nuclear drill that has emptied the streets, leading to a series of comedic misunderstandings and unexpected consequences as they attempt to execute their ambitious scheme.
