New York City firefighter Terry Lynch faces despair when his injury from rescuing a girl leaves him without compensation. As he contemplates suicide, his brother Jimmy steps in, seeking help from Mayor Tyler. Instead of offering support, the corrupt mayor labels Terry a drunk, igniting Jimmy's fury. To fight back, he launches a graffiti campaign filled with witty slogans that ridicule the mayor. The movement quickly gains traction, capturing the attention and support of the city, as Jimmy strives to secure justice for his brother and expose the corruption at play.
