Harm and Mac travel to Saudi Arabia to represent a female U.S. Naval pilot who is adamant about not conforming to local customs by refusing to wear traditional Saudi attire. Lt. Joanne Donato's bold stance against being escorted by men and her defiance of dress codes create tension between a U.S. base commander and a local Muslim cleric. Initially, Mac views the lieutenant as insubordinate, but her perspective shifts when she finds herself needing to follow the same rules. Meanwhile, Commander Turner and Rep. Bobbi Latham experience a bumpy first date, leaving little hope for a second, until Harriet and Bud step in to help.
