Tess returns to the town where she once worked, teaming up with Monica to help Joanna establish an AIDS hospice. Tragedy strikes when Joanna suffers injuries from a bomb explosion, leading Tess to confront a white supremacy group led by her former assignment, Tim. Fueled by anger, Tess is replaced by another angel named Sam. Meanwhile, Monica enlists the help of a curious neighbor, Jerry, as the angels engage in a showdown with Satan, who is disguised as a politician. Tess and Monica reveal their true identities to Tim, uncovering the childhood fears that fueled his hatred, and together they drive Satan out of the community.
