In the midst of a busy morning in downtown Miami, a hidden sniper targets three random individuals, executing them with precise shots to the head. Horatio and his team swiftly arrive at the chaotic scene, where eager news reporters are already vying to sensationalize the murders into a major news story. The early investigation proves challenging, as there are no eyewitnesses and scant evidence. Tensions rise when the sniper strikes yet again, claiming the lives of two more unsuspecting victims, pushing Horatio's team to intensify their search for the elusive killer.
