Deadshot makes his way back to Starling City after assassinating a U.S. Ambassador and six others abroad. As Oliver, Diggle, and Felicity monitor A.R.G.U.S.'s efforts to capture the assassin alive, Diggle is consumed by a desire for revenge against his brother’s murderer, even if it means going against Oliver's wishes. Meanwhile, Laurel takes extreme measures to safeguard a young witness, which only heightens the tension between Tommy and Oliver. Elsewhere, Roy Harper follows every possible lead to track down his new hero, but ends up clashing with Detective Lance. On the island, Oliver reminisces about how Shado played a crucial role in building his archery skills, helping him hit the target for the first time.
