In "The Enemy Below (1)," Aquaman, the king of Atlantis, grows weary of the constant encroachment of surface-dwellers into his underwater realm. The Justice League steps in to mediate the situation. Heeding Superman's counsel, Aquaman travels to New York City to address the World Assembly. However, as discussions unfold, it becomes increasingly clear that Aquaman’s concerns about the intentions of the surface-dwellers may be justified, leading to escalating tensions between the two worlds.
