In their search for a suspect linked to a robbery homicide, police begin to stop and question all young black men they see, sparking racial unrest across the city. The suspect turns out to be Puppet, whose younger brother lost his life due to Puppet's involvement in gang activities, despite Doc's efforts to guide him away from that life. After being shot by the police and going underground, Puppet reaches out to Doc, insisting heβs innocent. As Doc goes to great lengths to ensure Puppet gets medical help while dodging law enforcement, his actions create turmoil in his relationships with both the community and his fellow officers.
