While escorting a teenage inmate, Ness grapples with the harsh realities of the justice system upon uncovering the details of the boy's offense. Meanwhile, gangster Jasper Mullins executes Al Capone's favored bag man, prompting the mob boss to seek vengeance. Ness is less than eager when he and Quinlan are tasked with transporting Mullins to his trial in Indiana. However, just before their departure, Mullins is struck with appendicitis, leaving Ness and Quinlan to transport Cornelius Tucker, a teen sentenced to twelve years in federal prison. Unbeknownst to them, Capone's men remain unaware of this switch, leading hitman Johnnie Peters, alongside Frankie Rio, to target the car driven by Ness.
