Title: Second Best Plot: After a hospital suffers a bombing, the VCTF is dispatched to uncover the truth. Upon their arrival, it becomes evident that this is a deliberate act orchestrated by a skilled explosives specialist with a motive. Bailey (Robert Davi) brings Coop (A Martinez) to Atlanta for assistance, leading to an uncomfortable reunion with Sam (Ally Walker), as their past romantic relationship adds tension. While the bomber targets seemingly disconnected victims, Sam and her team strive to find a link among them. Concurrently, Bailey confronts Frances's (Heather McComb) legal issues, as the DA uses her case for political gain. George (Peter Frechette) grapples with pressure from a former acquaintance to engage in bank embezzlement, which escalates into a threatening situation.
