The wicked Beastwoman employs her multifrequency Beastwhistle to summon every animal in the Big City Zoo, urging them to escape their enclosures and scare the humans away. Dog Wonder tracks her down at a dog grooming salon, where he discovers a poodle chip. Under the influence of the Beastwhistle, D.W. obeys Beastwoman's orders and ensnares The Blue Falcon, placing him in a man-eating plant. Beastwoman commands her animal followers to distribute her rapidly multiplying seeds throughout Big City, intending to transform it into an immense jungle!
