The power goes out across Portland when the Mayor's Office fails to settle its bills. Meanwhile, Peter and Nance welcome an enigmatic visitor at their bed and breakfast. Kath and Dave gear up to face the challenges of living without electricity. In the meantime, Fred and Carrie join forces to track down the Mayor and bring back power to the city.
