Tess Dixon, the wife of notorious crime lord Cullen Dixon, manages to evade his bodyguards during a nighttime swim. Archangel enlists Hawke and Santini to transport her via Airwolf to a secure location where she will testify against a group of corrupt businessmen planning to assassinate key officials in Washington. Hawke is hesitant to take on the mission since Tess is an old love of his, but he ultimately agrees. However, they face relentless attacks from Cullen Dixon's henchmen, determined to prevent Tess from reaching her testimony.
