Leslie's former best friend, Lindsay Carlisle Shay, instigates a conflict by erecting a massive fence around a park in Eagleton, preventing Pawnee residents from accessing it. This prompts Leslie to declare war on Eagleton. In a parallel storyline, the team discovers that it’s Ron's birthday, a detail he has gone to great lengths to keep under wraps. As tensions rise between the two towns, Leslie rallies her friends to confront the challenges posed by Lindsay’s actions while also navigating Ron's secretive celebration.
