The Bay town center is frequently plagued by the black road crew, led by the young Clarence "Dex" Dexter. After a murder occurs, Reno sets his sights on capturing Dexter. However, he finds himself isolated in the crew's territory. Seeking help, Reno reaches out to Danny Alexander, the director of the youth center, but this proves to be a mistake. Danny's daughter, Lynette, develops feelings for Dex and ultimately betrays Reno and Bobby to the crew.
