Harm and Mac head to Tokyo to act as representatives for an ensign accused of raping a young Japanese girl. As the trial unfolds, the stark differences between American and Japanese legal practices create tension between Harm and the ensign’s Japanese lawyer, straining US-Japanese relations. What starts as a case for the ensign quickly escalates into a broader trial against the United States Navy. To prevent the ensign from facing a lengthy prison sentence in Japan, Harm and Mac realize they must uncover the truth of the rape case while navigating a foreign legal landscape.
