Despite her attempts to warn him about the risks facing Harley, Ivy, and Catwoman, the Commissioner remains unconvinced. In a bold and unexpected decision, Batgirl breaks the trio out of jail to ensure their safety. Though she successfully rescues them, her actions lead to her being labeled as “Public Enemy Number One.”
