Rachel and her team dive into the case of a serial killer who appears to operate without any discernible pattern after a 10-year-old boy is kidnapped from a diner. At the same time, Bailey faces a critical moment as she prepares to testify before a congressional subcommittee, fighting to secure funding for the VCTF, which Congresswoman Archer threatens to cut. Meanwhile, Rachel discovers her apartment has been broken into, and the audiotape of Joel Marks admitting to wiretapping her has resurfaced in the court records. Marks, now dismissed from the FBI, is intent on exacting revenge on Rachel.
