An aging German U-Boat from World War II surfaces near the coast, triggering alarm. The crew issues a chilling ultimatum: fulfill their demands or face the deaths of thousands. In a bid to resolve the situation, Steve is dispatched to negotiate. The crew member he meets reveals they possess a lethal stash of nerve gas that could devastate a nearby city depending on wind conditions.
