In this tense episode, Army veteran ZACK TORRANCE takes a beach full of hostages, including Victor, Cory, and several children, to expose an Army-backed drug operation. T.C. attempts to mediate with Zack, but F.B.I. agent FRANKLIN QUILL intervenes, leading to a tragic outcome for Zack, who has a complicated past with Quill that hints at C.I.A. ties. Meanwhile, Cory attempts to set T.C. up with her friend GINA, a school teacher. When a shoot-out erupts, Gina is injured, prompting her ex-boyfriend DEAN, a lifeguard, to risk everything for her, making her realize her true feelings for him.
