In Waikiki for the Honolulu bike patrol training, Bobby Cruz (Mario Lopez) and Russ Granger (Jeff Stearns) stumble into an undercover operation after being mistaken for drug buyers in a major smuggling scheme. They collaborate with four trendy undercover officers in Honolulu to dismantle the operation linked to a surf shop. Meanwhile, Cruz finds himself attracted to CLAIRE KEENE, one of the officers, prompting him to contemplate a transfer to Hawaii, while she considers relocating to the mainland. Granger also becomes romantically involved with a beautiful exotic dancer contemplating a move to Japan to pursue her career.
