Meanwhile, Kate and C.J. are occupied with urgent crises unfolding in Bolivia and North Korea. Charlie works to rally Congressional support for the Earned Income Tax Credit. Toby seeks Annabeth's guidance on how Abbey should conduct herself at an upcoming NASCAR event. Will questions the initial decision to select Russell as Vice President. Bartlet, however, appears to have regained much of his strength after his recent health challenges with MS.
