In "The Birnam Wood," President Bartlet authorizes a military strike on a terrorist training facility while he and his team work tirelessly to negotiate peace between Israel and Palestine. However, Bartlet and Leo come to a difficult conclusion that their conflicting views on the peace process cannot be resolved, leading to a reassessment of Leo's role within the administration. Meanwhile, back from a trip to Germany, Josh grows increasingly worried about Leo's state of mind, and his concerns prove to be justified as the situation unfolds.
