Kogami cleverly uses a drone to deliver a Dominator, allowing him to outsmart and eliminate Senguji, though he sustains some injuries in the process. Meanwhile, Makishima seizes Yuki, leaving Kogami too incapacitated to intervene. As Masaoka tends to Kogami's wounds, Tsunemori decides to confront Makishima on her own. To her dismay, she realizes her Dominator is ineffective against him due to his low Crime Coefficient, which he claims reflects his free will. He offers her a chance to use Senguji's shotgun against him, but Tsunemori hesitates, rendering her powerless as she watches Makishima murder Yuki right in front of her.
