Howard and Felton are tasked with solving the mystery of a deceased homeless man, but their investigation is hindered by the absence of the body. Lewis and Munch look into the death of a member of a motorcycle gang. Ultimately, Pembleton uncovers the truth, engages in a cover-up, and resigns when the media exposes the full story, with the deputy commissioner refusing to support him.
